The work session meeting of the Village of Falconer Mayor and Board of Trustees was held on Tuesday, November 12, 2019 at 5:45 P.M. in the Community Building Board Room with Mayor James Rensel presiding.

No visitors were present.

Trustee Dunn made a motion, seconded by Trustee Steele, to approve the work session minutes of October 15, 2019 as written. Ayes: Dunn, Steele, Jaroszynski, Catanese and Rensel. Carried.

The board discussed the status of a new code officer. Mayor Rensel said it will be up to the new administration to decide how many hours and funds available for the position. Trustee & Mayor-Elect Jaroszynski suggested applicants be interviewed prior to making a final decision on number of hours needed. Mayor Rensel suggested that when an issue is identified that the board members may assist with code enforcement by contacting the residents and trying to resolve the issue using a voluntary compliance approach. Trustee Jaroszynski asked that any contact with residents be documented & filed in the clerk’s office.

The Home Leasing Purchase/Sale Agreement for the parking lot is to be given to village attorney, Greg Peterson for final review. Harris Beach is representing the village and school in their PILOT Agreement negotiations for the “Falconer Square” project.

The Board reviewed the 2nd draft of an Employee Handbook and suggested to have Mr. Peterson review it.

Mayor Rensel told the board that he has hired Harris Beach to represent the village in their Water/Wastewater Agreement negotiations with the Jamestown BPU. Harris Beach will be replacing Attorney Gregory Yaw who has since retired. Mr. Peterson has never represented the village on this matter.

Trustee Steele made a motion, seconded by Trustee Catanese to adjourn at 6:36 pm. Ayes: Dunn, Steele, Jaroszynski, Catanese and Rensel. Carried.
