The work session meeting of the Village of Falconer Mayor and Board of Trustees was held on Monday, May 13, 2019 at 5:53 P.M. in the Community Building Board Room with Mayor James Rensel presiding.

No visitors were present.

Mayor Rensel updated the board on the status and next steps in regards to the Comprehensive Plan development. Phase I –Comprehensive Plan development should be complete in 6-8 weeks. Phase II (Update Village Codes/Downtown Development) of the project will cost $30,000 as bid with Phase I and awarded to Ingall’s Planning & Design in 2018. This is an extremely important next step, in protecting the character, safety and development of the village. The Planning Board will need to take an active roll in this project.

Home Leasing W. Main Street Project overview:

  • Mixed Use Project: Commercial at street level with upper level “workforce” housing, amenities
  • 50 Units with on site management and maintenance
  • Income limits: 1 bedroom: $28,000
    2 bedroom: $31,890
    **Not targeting Title 9 tenants
    **If you are living on the property and your income rises above the limit, tenant will not be asked to move.

Home Leasing has a great reputation and first became involved at Senator Catharine Young’s request to help the village after the fires. In Rochester, they built a workforce housing unit right next to their premium apartment housing ($250,000) development with no complaints from these owners.

The steering committee was pushing for mixed income housing but current demographic studies show that our area cannot support such a development.

With our proximity to so many corporations and industrial parks, the theory is to target the entry level workers, build workforce housing with a better/safer infrastructure, then as incomes rise, individuals move/purchase to single family home or better apartments in the village, these individuals then talk up Falconer, jobs are filled and the village continues to grow, support industry with good/skilled workers and the whole area begins to thrive.

Home Leasing is interested in purchasing the village parking lot on the corner of Davis Street and W. Everett streets to be used for parking, green space, possibly for additional building along Davis Street. They will be in charge of all maintenance of the parking lot, if purchased.

Superintendent Fuller noted that the State is looking at a Main Street redo in 2020/2021. Pete will follow up.
