The work session meeting of the Village of Falconer Mayor and Board of Trustees was held on Monday, August 12, 2019 at 5:48 P.M. in the Community Building Board Room with Mayor James Rensel presiding.
No visitors were present.
Trustee Dunn made a motion, seconded by Trustee Steele, to approve the work session minutes of July 8, 2019 as written. Ayes: Dunn, Steele, Jaroszynski, Catanese and Rensel. Carried.
The board discussed special permits for animals. Trustee Steele reported that neighbors of Mrs. Franks are not in favor of issuing a special permit for 5+ dog nor are neighbors of Mrs. Goodwill’s in favor of her request for a special animal permit. Trustee Dunn stated that Mrs. Goodwill’s “cat rescue” is in violation of village code as well as State requirements and is therefore believed to be illegal. Trustee Catanese reported that Mrs. Goodwill’s August 12, 2019 Facebook page listed animals from outside the Village; 3 of which were from Bacon Road.
Mayor Rensel stated that the village respected the filing of a complaints and is following due process. Mrs. Goodwill is due back in court on August 20th.
Mayor Rensel asked the board to start soliciting business opportunities for the village, such as restaurants, auto parts stores, coffee shops, etc to open businesses in Falconer. Trustee Catanese will contact the owners of Crown Coffee.
Mayor Rensel has spoken to the school in regards to employing a 2019-2010 crossing guard. According to Mayor Rensel, Superintendent Penhollow feels confident that his board would agree to share 50 % of the salary for one crossing guard in the spirit of the current shared service policy between the school and the village. Trustee Steele inquired whether or not other municipalities are included in the shared service agreement. Superintendent Fuller clarified that the agreement is with the village only as an in lieu of taxes agreement. Mayor Rensel stated that it may be in the taxpayers’ best interest to accept the shared salary agreement as a spirit of cooperation. The village board does not want to eliminate the crossing guard. Trustee Catanese clarified that the village will maintain employing the crossing-guard. Mayor Rensel confirmed and stated that the school hiring process is very cumbersome.
The board discussed the status of a replacement for Code Officer Gustafson. Mayor Rensel stated that he is still working on a potential shared service agreement with three other municipalities to hire a full-time code official. Trustee Catanese questioned whether the village should begin interviewing candidates in case the shared service agreement does not work. Following discussion, the board stated that they would like to consider hiring a full-time code officer or to share a code officer with just one other municipality.
The board reviewed the requested revisions to the Procurement Policy draft, as outlined at the July 8th work session.
Trustee Catanese asked for an update on the Zoning update process. Clerk Fales reported that the final draft of the Comprehensive Plan is due this week and that a September 24th meeting date has been proposed to review the first draft of the code updates.
Trustee Steele made a motion, seconded by Trustee Dunn to adjourn the work session at 6:45 pm. Ayes: Dunn, Steele, Jaroszynski, Catanese and Rensel. Carried.
