The special meeting of the Village of Falconer Mayor and Board of Trustees was held on Tuesday, February 28, 2023 at 6:00 P.M. in the Falconer Public Library with Mayor James Jaroszynski presiding.

Purchase contract offer for 29 – 37 W. Main Street

Mayor Jaroszynski noted that the board has received a purchase contract offer for 29-37 W. Main Street. Information has been provided to the board members regarding the sale. Village Attorney Greg Peterson who was unable to attend the meeting was made available for any questions from the board prior to the meeting. He introduced Rob Savarino, representing Savarino Development.

Rob Savarino, with Savarino Development Corp. addressed the board stating this is a real estate development in the starting phase. The company that he represents has done numerous jobs of this type in the past. The previous purchaser of this property could not close the deal as they were not able to obtain funding from the state for low-income housing tax credits. Savarino’s plan is to not use those fundings. The preliminary plans would be for a mixed-use project, with commercial space on the West Main Street frontage and balanced out with residential units. Once an agreement is in place, the work will start on the planning stages. All of the details of the development are subject to the village review with public input.

Mayor Jaroszynski thanked Mr. Savarino for his time and coming down with Paula Blanchard from Hanna Commercial Real Estate. This has been something that the village has been working on since the 2017 & 2018 fires in the village. When the last round of the Home Leasing project was turned down, the county IDA was contacted who then referred us to Paula Blanchard to assist us in marketing the property.  Mayor Jaroszynski commended Paula’s efforts over the past 5 months in bringing this offer to the village. The village really wants something in this empty area.  This is just the beginning, there will be a lot of future meetings and input from the public.

Trustee Cavallaro made a motion, seconded by Trustee Miller for a resolution authorizing the mayor to sign the purchase and sale agreement between the Village of Falconer, Falconer, NY, 14733 (“Seller”) Savarino Development Corp., located at 500 Seneca Street, Suite 508, Buffalo, NY 14204 (”Purchaser”).

Trustee Gustafson commented prior to the vote that the information being presented at this time is pretty light, so his vote will reflect accordingly.  Gustafson: Nay, Cavallaro: Aye, Miller: Aye, and Jaroszynski: Aye.  Carried                  

Trustee Miller made a motion, seconded by Trustee Cavallaro to adjourn the work session at 6:09 pm.  Ayes:  All, Nays: None.  Carried.
