The regular meeting of the Village of Falconer Mayor and Board of Trustees was held on Monday, May 11, 2020 at 7:00 P.M. via Zoom Video/Teleconference with Mayor James Jaroszynski presiding.
Clerk Fales read a list of Village Zoom meeting procedures and policies for the benefit of all attendees, prior to the start of the meeting.
Pledge of Allegiance
Mayor Jaroszynski waived public comment for this evenings meeting. Clerk Fales noted that no written comments had been received from the public prior to these proceedings.
In attendance via Zoom were Tim Becker, acting as meeting co-host, Jordan Patterson of the Post Journal, Sam Ognibene of the Der Kobblers, and an unidentified visitor via the phone.
Trustee Steele, Trustee Dunn, Trustee Gustafson, Trustee Reynolds and Mayor Jaroszynski were all present.
Trustee Dunn made a motion, seconded by Trustee Steele, to approve the minutes/transcription of the budget hearing and regular Board of Trustee meeting which was held on April 20, 2020, as written. Roll: Steele: Aye, Dunn: Aye, Gustafson: Aye, Reynolds: Aye, and Jaroszynski: Aye. Nays: None. Carried.
The chief’s April report was reviewed and noted that the department responded to 37 EMS, 3 Cancelled in Route, 2 Structure Fire, 1 Medical Assist, 1 system or detector malfunction, 1 unintentional system/detector operation, 1 combustible/flammable spills & leaks, and 1 chemical release, reaction, or toxic, totaling 47 calls in April/275:45 personnel hours.
Mutual Aid Breakdown- April
Given: Alstar-EMS-1, Jamestown-5, Fly Car-0, Kennedy 1, totaling 7.
Received: Alstar-EMS-1, Jamestown-0, Gerry-1, Kennedy-2, Stat Med Evac-1, Fly Car Assist-3, County Coronor-1, totaling 9.
Chief Webster noted that all department personnel continue to practice social distancing and other COVID-19 safety practices/procedures.
The April code officer report was reviewed. It was noted 0 ($35.00) building permits were issued, 0 building inspections were performed, 0 certificates of occupancy were issued, 0 certificates of compliance, 20 phone calls/personal contact/emails were addressed, 1 complaints received/actions taken. 2 notices of violations mailed, 0 notice of violations resolved, 0 stop work order issued, and 0 stop work order resolved.
CEO Morris began part one of the required online code enforcement classes this week.
Department of Public Works
The DPW report was reviewed for the period April 13, 2020-May 10, 2020.
Superintendent Fuller noted that Sam Ognibene was in attendance this evening via Zoom as a representative of the Der Kobblers Club. The Club was looking for approval to hold their annual car show in Davis Park over Memorial Day weekend. The board was unable to approve this event due to the COVID-19 restrictions on gatherings and events.
Falconer park will remain closed until further notice.
Trustee Dunn made a motion, seconded by Trustee Steele, to approve refunding all fees collected to date for 2020 park pavilion rentals. Roll: Steele: Aye, Dunn: Aye, Gustafson: Aye, Reynolds: Aye, and Jaroszynski: Aye. Nays: None. Carried.
Mayor Jaroszynski reported to the board that Superintendent Fuller announced his retirement at the end of this summer. A committee will be tasked to review DPW operations and a transition plan in anticipation of the superintendent’s retirement.
The April library report was reviewed. This month the library received $400.00 in donations.,
Ashley Nelson has continued Story Hour via Facebook. Children participate in stories and crafts. Sandy Thies continues to work from home. Mrs. Becker continues to participate in webinars, works on plans for the summer reading program, and checks the library and book drops daily.
Curbside service is being considered as an initial plan to reopen the library.
The April 2020 animal control report was reviewed.
Trustee Steele made a motion, seconded by Trustee Dunn, based on Dog Control Officer Belin’s inspection of the property and upon Mr. Belin’s recommendation, to approve the special permit requested by Mr. Joseph Taylor of 22 E. Falconer Street, for a third dog. Trustee Steele recommended the application is to be reviewed after one year, to make sure there are no problems. Pine Hill Cemetery
Superintendent Fuller reported to the board that 20-30 trees will be removed by National Grid, which interfere with the power lines. Smaller trees will be planted as replacements.
Planning and Zoning:
The Planning committee has a meeting scheduled tomorrow evening, May 12th via Zoom regarding code updates.
Stem Camp which had been planned for this summer has been cancelled by Falconer Schools.
The village is in contact with Summer Rec Program Director, Chris Schrader, to contemplate the feasibility of holding the village’s summer rec program this year in Falconer Park. Strict social distancing practices will be required, if the village decides to move forward with summer rec.
Residents are strongly encouraged to participate in the 2020 census. So far, the number of responses from our area has been weak.
Trustee Gustafson continues to work on a new webpage plan for the village.
Superintendent Fuller presented the results of the May 4, 2020 bid opening, of the Collection & Disposable of Solid Waste & Recyclables 3-Year Bid, for consideration of awarding of the contact by the Board:
- Beichner Waste Services: $280,500.00 (zero-sort; 2-day service: Thursday & Friday)
- Casella: $253,396.00 (zero-sort; single service day: Tuesday)
Superintendent Fuller recommended the contact be awarded to Casella as the lowest qualified bidder by $27,104.00.
Trustee Steele made a motion, seconded by Trustee Dunn, to award the Collection & Disposable of Solid Waste & Recyclables 3-Year contract to Casella Waste for the period June 1, 2020-May 31, 2023. Roll: Steele: Aye, Dunn: Aye, Gustafson: Aye, Reynolds: Aye, and Jaroszynski: Aye. Nays: None. Carried
In observance of Columbus Day, the regular October 2020 Board of Trustees meeting will be rescheduled to convene on Tuesday, October 13, 2020 at 7 pm.
Mayor Jaroszynski read Cody Dustin’s letter of resignation from the DPW, dated May 7, 2020, to be effective on May 21, 2020. Eric Kanouff has been hired for the position of DPW Equipment Operator to replace Mr. Dustin. Mr. Kanouff is a recent graduate of Alfred State with a degree in Diesel Mechanics and has worked as a summer employee with the village for the last 2 years.
Mayor Jaroszynski also read a thank you letter from the Chautauqua Lake Rowing Association for their use of the Community Building. The letter also included a donation of $200 to the village. Trustee Dunn requested a letter of thanks be sent to the CLRA for their generous donation.
