The regular meeting of the Village of Falconer Mayor and Board of Trustees was held on Monday, January 13, 2020 at 7:00 P.M. in the Falconer Public Library with Mayor James Jaroszynski presiding.

Visitors

Lisa Vanstrom, Chautauqua County Legislator presented Sue Seamans and James Rensel each with special Commendations for their years of service to the Falconer Community.

Joseph Taylor, requested an executive session with the board and stated that he has withdrawn his case with the NYS Department of Labor.

Lisa Piazza addressed the board regarding liability and response time of other fire department members living outside of the district.

Minutes

Trustee Steele made a motion, seconded by Trustee Gustafson, to approve the minutes of December 9, 2019 Board of Trustee meeting as written. Roll: Dunn: Aye, Steele: Aye, Gustafson: Aye, and Jaroszynski: Aye. Nays: None. Carried.

Fire Chief

The chief’s December report was reviewed and noted that the department responded to 64 EMS, 3 Carbon Monoxide, 1 False Alarm, and 1 Fire, totaling 69 calls in December/854 total calls in 2019 and 5999.09 total personnel hours in 2019. Mutual Aid Breakdown was not submitted by Chief Piazza for December 2019.

Chief Piazza reported to the board that he resigned as Falconer Fire Chief at a meeting held with department officers, Deputy Mayor Steele and Mayor Jaroszynski on January 12, 2020, effective upon the approval of the below listed 2020 Line Officers. Chief Piazza submitted the updated list of 2020 Line Officers, elected by Fire Company members at a special election held on January 6, 2020, for approval by the village board.

Code Enforcement Office

Mr. Gustafson was in attendance to provide the Board with a short verbal code report for December stating that he is working to resolve some chronic issues throughout the village.

Department of Public Works

The DPW report was reviewed for the period December 9, 2019-January 12, 2020.

Superintendent Fuller also reported that there have been boiler issues in the community building, internet issues in the DPW and fire hall and there was a leak in the highway garage roof.

Trustee Dunn noted that the village should begin planning to replace the roof. Treasurer Trask reminded the board that here have been preliminary discussions regarding new reserve accounts to encumber funds for repairs/replacements at village buildings, etc.

Library

The December library report was reviewed. This month the library received $46.04 for fines, $115.51 for copies and faxes, $401.00 holiday sale, $2,945.00 for gifts & donations and $5,973.49 other income.

Mrs. Becker reported that she and Mrs. Thies completed a Librarians Guide to Homeless webinar which provided good information for working effectively and compassionately with homeless patrons. April 1st is Census Day. The Library is planning to assist citizens with the new online system. The Winter Book Sale has been very successful and will continue through January. The library received 30 children’s books from a grant from First Book. These free books were then distributed to story hour children and their siblings, Mr. Fiasco’s special needs students at Falconer Central School and to children who visited the library after school. Mrs. Becker also noted that Sue Seamans continues to volunteer doing outreach and book deliveries at the adult day care centers and senior living communities. Outreach circulation numbers are reported back to the library weekly by Mrs. Seamans.

Legal

Mr. Peterson reported that the next court date regarding Ms. Goodwill is scheduled for January 28th at 6:30 pm in Town of Ellicott court.

Committees:

Animal Control:

The December animal control reports were reviewed noting 1 at large dog was taken to the Humane Society on 12/23/2019.

Community Building:

Superintendent Fuller noted that a larger holding tank may be needed for the community building boiler to prevent boil over. The system is being assessed by Servis Plumbing.

Farmers Market:

Dee Dispenza reported to the board that she is no longer able to run the Farmers Market full-time. She said she willing to help when available. She noted that now is the time for the village to make plans for the upcoming summer. Windsong Radiology is planning to bring their 3-D Mammography van to the market on August 11th. They will also be at the fire hall on March 9th.

Finance:

Treasurer Trask made note that the budget plan is due to the board in March for final approval in April. The mayor and department heads should plan to meet with Treasurer Trask to layout their 2020-2021 budget plans/needs.

Pine Hill Cemetery:

Superintendent Fuller reported that National Grid is considering removing trees along N. Works Street/Mosher Street on the cemetery property, rather than trimming them.

RESOLUTION 2-2020
Resolution to Establish Lead Agency for the Annexation SEQR

A motion to authorize Mayor James M. Jaroszynski to execute the “SEQRA Coordination- Proposed Annexation of Board of Public Utilities Property” document (Exhibit A), dated December 13, 2019, to provide “Consent to Lead Agency” on behalf of the Village of Falconer Board of Trustees to the City of Jamestown City Council. Whereas, the City Council may serve as lead agency for purposes of a coordinated review under the State Environmental Quality Review Act with respect to the proposed annexation to the City of Jamestown four (4) ±acres of real property located in the Town of Ellicott and the Village of Falconer and identified as Tax Map Parcel Nos. 371.14-1-20, 317.14-1-21, 371.14-1-48, 371.14-1-49 and a portion of 371.14-1-22.1 (the “Property”).
